I think it happens after 1-2 in game story events, such as beating a gym leader or defeating Team Rocket. I am pretty sure mine was definitely fully built before I beat Claire, and I think the final event happened around Morty/Rocket Tower event.
Oh, but of course the international pokemon don’t get included until you get the national pokedex.
I did this today. I think he will call you after you take out Team Rocket in Goldenrod City, especially Archer.
